promouvoir le développement de l'art lyrique, qu'il s'agisse de pratiques professionnelles ou amateurs, mais aussi la création, la production, la diffusion et la promotion d’œuvres lyriques, la valorisation du patrimoine de l'art lyrique tant des périodes classiques, baroques ou romantiques ; favoriser aussi la mise en valeur d'auteurs et de compositeurs lyriques et contemporains ; Cette activité prendra autant la forme d'aide à la création d'ensembles musicaux, que la production de projets audio visuels liés à l'art lyrique, ainsi qu'à la promotion d'artistes chanteurs ou compositeurs ; développer des coopérations entre des opérateurs culturels de la Région Hauts de France et d'autres territoires en Europe et dans le Monde
