développer le pouvoir d'agir des habitants de la ville de Brest en les constituant en tant que personne morale, au côté du réseau des professionnels ; permettre à ses membres de développer par eux-même des actions allant dans le sens de l'insertion sociale et professionnelle, et de la cohésion sociale ; créer et entretenir des liens sociaux : faire circuler de l'information liée à l'emploi sur le quartier de l'Europe à Brest en développant des outils de communications (télé et radio de quartier) ; fédérer et faire coopérer les associations et les acteurs du territoire sur les thématiques liées à la recherche d'emploi, c'est à dire ce qui fait frein à l'insertion ou au développement de compétences
